How soon should I begin? I don't want to have something freeze up on me.

If nothing was repaired and all they did was clean out your shoulder, you should be able to start rehab right away. Will depend on your physician and their specific philosophy, but the sooner the better in my opinion. I usually see shoulder scope patients 2-3 days post-op.

If you did not have a rotator cuff repair, exercise can begin as soon as you can get into a physical therapist, I went in 2 days after my surgery. I had a lot of pain, but took the Vicodin every 4-6 hours and just started getting it moving. You want to get moving as soon as possible because your muscles need to move. They won't get frozen if there was no repair to them, but they will get stiff and atrophy if you do not use them.
