There are lots of things that can cause fluid build up around the ankle.

The most common of these is an obvious injury to the ankle. A sprain or other type of injury will cause swelling in the ankle. This type of fluid usually subsides over a 3-5 week period, with some residual fluid coming and going depending on activity.

Irritation of the joint surfaces can cause mild swelling in the ankles with activity. So for instance, running on very hard surfaces with poor shoes.

You can also get fluid buildup from circulatory problems or other systemic conditions.
